When you use good quality products, the rate will increase. Think for yourself whether rate is important or quality is important and take a decision accordingly. Low rate is in parlors using local materials ,but quality is low. I am satisfied. Penguin is the perfect parlor to refer someone with courage. If you don't look after safety, does it matter if your face is dirty?
